Multi-year accessibility specifications 2023-2026

Introduction

In accordance with Article 47 (III) of the French law (No. 2005-102) of 11 February 2005, we have drawn up multi-year accessibility specifications, valid for no more than three years, to present ONEY’s policy on digital accessibility. These specifications contain information on the incorporation of digital accessibility into ONEY’s digital strategy and into our policy on the inclusion in the workforce of people with a disability.

Digital accessibility: a firm societal commitment for oney

Societal commitment has been deeply rooted into our company culture for the past ten years.

France’s 2019 general accessibility improvement guidelines (Référentiel Général d’Amélioration de l’Accessibilité – RGAA) introduced a legal requirement to draw up digital accessibility specifications and issue conformance statements. Yet, accessibility has long been a strong focus at ONEY as part of our pledge to support people from all walks of life.

The preparation of multi-year accessibility specifications alongside an annual action plan is therefore a perfectly natural step for all our teams and senior management.

Against this backdrop, we embarked on our accessibility approach from 2021.

Accessibility is a core aspect of our digital strategy at oney

For many years, our societal policy has been delivering tangible results when it comes to the inclusion in the workforce of people with a disability. This has been enabled through the measures we have introduced to help staff members obtain recognition of their status as disabled employees (reconnaissance de qualité de travailleur handicapé – RQTH), as well as through our hiring policy, partnerships and specific agreements.

Our company culture hinges on working with people from all walks of life, regardless of their circumstances, and on respecting individuals for who they are.

Digital accessibility therefore adds another building block to our existing policy by making digital inclusion a core focus in the development and maintenance of websites and mobile apps, with our customers, our partners and our staff in mind.

Governance of digital accessibility at oney

The implementation of a digital accessibility policy requires that we adapt the way in which all our departments are organised in-house in order to address any compliance issues with the production and management of our websites and mobile apps (support for staff, changes to procurement procedures, information system policy, incorporation of internal and external adaptation requests, etc.).

We manage and oversee digital accessibility within an existing organisational framework designed to sustain its momentum and ensure that it fits into the internal ecosystem already in place. With this in mind, we have introduced a cross-cutting programme led by a digital accessibility manager that involves different business lines and back office departments with a view to implementing and managing digital accessibility over the long term.

An organisation in Programme mode means that we can:

  • Manage budget-related issues to make the decisions that are needed
  • Have visibility in terms of customer feedback by relying on existing and coordinated processes
  • Rely on tools to support this type of matrix-based organisation (e.g. Teams)
  • Avoid the time-consuming effects of dedicated ad hoc structures coming on top of the existing organisation
  • Incorporate accessibility-related duties into the relevant business lines.

Our accessibility officer handles all the operational aspects of the preparation, monitoring and update of our multi-year specifications. The accessibility officer is tasked with:

  • Ensuring that the processes required to factor in accessibility are established, implemented and maintained
  • Reporting the level of accessibility to senior management as well as any need for improvement
  • Proposing awareness actions centred on accessibility issues
  • Being the single point of contact for accessibility matters
  • Monitoring the regulatory environment in relation to accessibility.

Developing expertise and awareness

The goal we have set with our plan to develop accessibility skills has led us to incorporate accessibility into the in-house training programmes we have put together for the relevant business lines, with different approaches depending on the business line.

From the design stage, the plan provides for feedback so that it can be adapted to fit in as closely as possible with the use situations of each member of staff in their specific area of expertise.

Specific in-person modules have been implemented for all developers, project managers, UX designers, etc.

Without being at the heart of digital production business lines, internal awareness stands out as a key action to make digital accessibility a very real part of our company culture: we give all our staff a chance to complete an e-learning module to enhance their awareness of this issue.

Alongside various in-house communication initiatives, we have also incorporated simulation exercises into our already regular awareness and engagement actions centred on disability issues (e.g. through disability week).

Accessibility at the heart of our project process

To make our digital production processes “accessible”, we must coordinate our actions to include the various stakeholders at each stage of the production chain. From the very conception of the project through to release, and all the design and development stages in between, all our business lines are required to factor in best practice when it comes to “accessible” development.

To achieve this goal, we ensure that accessibility is factored into the project process.

A policy of accessible services

Our policy for entering into contractual relationships with suppliers and service providers incorporates accessibility considerations to ensure that a coherent approach is taken and to guarantee that accessibility is fully taken into account in ONEY’s digital production.

As a result, our contractual policy dictates that our service providers and suppliers provide a high standard of digital accessibility, as reflected in the specifications that we give them, as well as for outsourced work, the development and production of content and the implementation of methods to validate deliverables.

Annual action plans

All non-conformance cases are ranked according to their degree of severity: obstacles, major cases and minor cases, so that those with the greatest repercussions for users can be handled as a priority, where this is possible.

Work to enhance conformance levels and digital accessibility actions are scheduled in our annual action plans.
